*28 states had 50 percent or more of graduates take the ACT. They are concentrated in the midwest, rocky mountains, plains and southern regions of the country. Nine states mandate the ACT as part of statewide testing of high school students--Colorado, Illinois, Kentucky, Louisiana, Michigan, Mississippi, North Dakota, Tennessee and Wyoming.
