The Minnesota e-Transcript Initiative is a mechanism to facilitate the electronic transfer of student information (high school and/or college transcripts) in a consistent format between high schools and colleges and universities. The state of Minnesota is partnering with the Midwestern Higher Education Compact to enable Minnesota high school students applying to colleges to safely and securely send their official high school transcripts to their colleges of choice through a digital e-Transcript system via Parchment.
Parchment is a digital credential management service academic institutions and employers use to issue, receive, and share credentials in simple and secure ways. The platform has helped millions of people and thousands of schools and universities exchange more than 20 million transcripts and other credentials globally. Participating in Parchment using e-transcripts is voluntary, but the more schools participating, the more empowered students will be to turn their credentials into opportunities.
For high schools: You need to join the Parchment network to process and send your transcripts electronically through the initiative.
There is a one-time installation fee of $212 per school (minimum of $425 per district or postsecondary institution). In addition, a flat annual rate is available to pay for the costs to send e-transcripts. High schools can subsidize the costs for students to send out transcripts. Otherwise, students pay $2.55 for each electronic or $4.25 for paper transcript delivery.
The Minnesota Office of Higher Education is offering a limited number of high schools up to $1,000 to reimburse set-up costs associated with joining Parchment. Reimbursements will be made on a first come, first served basis. Interested schools can complete the E-Transcript 2016-2017 Application.
For colleges: Registrar/admissions offices can join Parchment, at no charge, for the capability to receive high school or college transcripts through the network in PDF form. College registrar offices will also be able to use Parchment to electronically send out their transcripts and other academic credentials (i.e. diplomas, non-degree certificates).
