Intervention for College Attendance Program Request for Proposal Available March 4th

St. Paul, Minn. – Minnesota Office of Higher Education announces the opening of the Intervention for College Attendance Program (ICAP) Request for Proposal on March 4th. The purpose of ICAP is to foster postsecondary attendance and retention by providing outreach services to historically underserved students in grades six through 12 and students in their first year of college. With this grant, grantees can receive up to $120,000 over two years ($60,000 per year) for programs that provide precollege services.

Who Can Apply and What are Eligible Services?

Applicants include the following organizations, located in Minnesota, that provide eligible services to qualifying students: 

  • Public and private postsecondary institutions
  • School districts
  • Professional associations
  • Community-based organizations 

Precollege services for programs include, but are not limited to:

  • Academic counseling
  • Mentoring
  • Fostering and improving parental involvement in planning for and facilitating a college education
  • English as a second language services
  • Academic enrichment activities
  • Tutoring
  • Career awareness and exploration
  • Orientation to college life
  • Assistance with high school course selection and information about college admission requirements
  • Financial aid and literacy education/counseling

Fiscal Year 2026 Request for Proposal Dates

  • Request for Proposal available: March 4, 2025
  • Request for Proposal workshop (2:30 p.m. to 4:00 p.m. CT): March 6, 2025
  • Proposals due: April 7, 2025
  • Applicants notified of award decisions: May 16, 2025

ICAP is awarded on a biennium schedule (odd years) and grantees are required to match the grant dollar-for-dollar, either through cash or in-kind contributions. In fall of 2023, the Minnesota Office of Higher Education awarded $2,700,480 ($1,350,240 per fiscal year) among 26 grantees.
