Tuition Reciprocity Negotiations Continue Between Minnesota and Wisconsin

While Minnesota and Wisconsin continue tuition reciprocity discussions, the Minnesota Office of Higher Education is assuring current and new students enrolling in fall 2007 they would have at least four years to complete their undergraduate education under the current terms of the reciprocity agreement.

"We want students and families to understand that, under any scenario, the current reciprocity agreement will be in place for current and new students in fall 2007," said Susan Heegaard, Director of the Office of Higher Education.

Office of Higher Education officials have received assurances from the Wisconsin Higher Educational Aids Board, the University of Minnesota and the Minnesota State Colleges and Universities system that reciprocity students entering in fall 2007 would be covered under provisions of the current agreement for at least the next four years.

The current agreement requires undergraduate students crossing the border to attend a public postsecondary institution to pay tuition equal to a comparable institution in their home state. Wisconsin officials have not accepted a Minnesota proposal to require students to pay the higher of the two state tuition rates, which has extended the time frame for negotiations. While Office of Higher Education officials had previously indicated their intention to finalize the current negotiations by the end of February, negotiations are continuing. The current agreement requires either state to give a four-year notice if they wish to discontinue tuition reciprocity. No such notice has been given at this point.

"We are committed to keeping tuition reciprocity with Wisconsin available to Minnesota students for generations to come," said Heegaard.
